Just wait for the release of Google pixel technicians toolkit v3. It will fix IMEI permanently

Hi bro, What If I want to fix it with a different IMEI, because my government imposes very high taxes on devices imported from abroad?

you need to lock the bootloader.. or even better if you use the newer version of toolkit v3
